Faulty streetlight

Street light has not been working for nearly a year. Numerous phone calls and ref numbers received but still nothing gets done. Was given phone number of Luvuyp the Exec director but his mailbox is full. Seriously how disgusting is this service which we as consumers need to pay for every month
