Drain overflowing and no clean up services

My brother and myself are struggling since last week 28.12.2017 with a municipal drain overflowing resulting in sewerage water flowing in yards, reported this on the same day ref nr given ********** . Called several times over the weekend even emailed the Mayor Mr Trolip's offices. The municipality only arrived Tuesday 02.01.2018 to stop the drain overflowing. They mentioned that they will come the next day to do clean up, up till now no clean up done. The yards filled with the mess, stinks we had to move out over the weekend very unhealthy unhygienic. Very very poor service. I called yesterday and today, there just seems to be no urgency wrt this matter. Service delivery I give 0% How do they (the municipality) allow people to live in such conditions as a result of municipality drains.
