Bad water quality

The state of water quality in despatch. Uitenhage and port elizabeth. We all pay taxes on our property and levies.? Why is our water so bad. I topped up my pond and filled the dog bowl with water it was brown. The last week or more it is just getting worse. The dams are higher in total but it seems like the waterworks are leaving the valves on bypass not on cleaning duty. Please can you help. Not only for me but all of the metro. Thanx marcelle.
