Disappointing service-- HR department Clerk

I attended an interview on the 1st of July 2020. I signed the traveling paperwork refund as per Municipality Recruitment Policy. I sent countless emails asking when do I get payment. No luck. As soon as I got the relevant person their HR clerk(Mathuli) she was helpful but later got rude and dismissive about the form. Doing countless feedback, the form was lost and re couriered the forms again. Spoke To HRM said he will rectify the situation. Nothing has been done. It's quite sad how government institutions are being let down by people who are employed. Until now I await her response.
