REFUSED WITH MY DEPOSIT THREATENED TO BE BLACKLISTED

I rented at Windmill Park for 11 years I gave full one month notice when I ask for my deposit I was told the money was used for painting, cleaning and fixing light even now I haven't received I was even told I ow them and they will blacklist me. tried calling Tribunal no assistance.
