Failure to issue access cards

I've been renting at Windmill park estate and the agent who assists me has been giving me bad service with regards to receiving my access cards. Her name is Meta the first month she said I would not wait more than 30 days to receive my access cards. The second month she ignored my emails, nowthe 3rd month she always changes time when I schedule to meet her and eventually says she's not around. I am being denied entrance to the complex and have been paying rent only to be denied access to my place. I tried calling their offices and spoke to their manager Pier and he promised I'd receive the cards in a day or two and 2 weeks has passed and I haven't received my access cards.
