Vehicle Licence renewal

I renewed my vehicle licence online and paid over R1,000 with the promise it would be couriered to me within 3 days. That was 17 days ago and in between I have been fined R500 for displaying an expired licence. After 12 emails and 16 phone calls to RTMC, I have not had a single reply and no one answers the call centre number . How can government departments be SO BAD???? And we wonder where our tax money goes...it is a joke!
