The curse of being a law-abiding citizen

After weeks of trying to get a slot on their system and phoning their number with no answer, I drove to the Waltloo center in Pretoria to see if I could get any assistance. They took me through the whole process after hours in the sun and when I needed to pay, I was told that I did not have a booking and must make one... so back to the useless website. When slots become available, it just logs me out, and I cannot get in. So I have been processed, but cannot pay. Can I pay at another center if I can get a booking there? What do I do now?
