RTMC and eNATIS FAIL

Paid online for license including so called 3 day courier delivery of R99 on 15th August [have proof of payment]. Still nothing/no contact/no response to email/no response to telephone calls/NADA! Other than spam e-mails from RAM couriers telling me I need to pay R99.13 to get "my parcel"
