No help from National Traffic Information System

My aunt has been sick which led her to being medically boarded, now she’s faced with a huge bill from when there was Covid and I am told the Covid period was exempted, however we’ve only realised now that while we were busy with her health, in my family we lost a total of 15 people during Covid we are only two people left, we both can’t afford it and she’s a sickly pensioner and I have been writing since last year to get help if they can waiver the rest the car had not been on the road she’s been sick and now we have a nurse to look after her and we need the car to be able to take her to hospital each time but we are unable to get help with regards to the license disc waiver, is there someone to assist as to where and how this pensioner should go about it so she can get the car to drive. I can’t afford it to pay for her as I’m overburdened by the responsibilities left by Covid in my family dynamics which I hadn’t planned for. Can I please get someone to reach out it’s urgent.
