NATIS not responding to complaint

I sent my roadworthy documents for reprint my licensing document, I did go to our licensing department in Nigel but was told she can't print it for me because I paid everything online according to her I still have an outstanding enforcement order on my name but I did pay online and according to your web site there are no outstanding enforcement orders, on my name they are not responding to any email and not answering there phone
