ENATIS systems in differant profinces apparently is not "talking" to each other

I renewed my car license in Brandfort Freestate and was told that I cant get my license disk before my daughter car, who is living in Randfontein is not registered as her car is on my name. She paid her car license on 10 th Oct via FNB, as was suppose to assist in less waiting time. She recieved smse from ENATIS. who appilogised for the delay in waiting for disc I showed the smse to the managet at the traffic dep in Brandfort about the payment done and delay in getting the disc. 6 weeks later still no disc still "in proses" according to the lady in Brandfory the 2 systems of th e province of Gauteng Nd the Free state in not "talking" to each other. I dont undetstand how this can happen. The traffic officers dont take it that my lisence is payed but no disc is available. Who is gonna pay for any fines in this regard? Please assist.
