Can not change my password on system

Cannot login because i can not change my Password send emails but nothing happen they want a affidavit that my phone number had change but my phone number did not change for the last 20 years so i can not do a affidavit that my phone no had change because it did not change Then they ask for a Certify Copy off my ID which i sent but no response So i can not book a slot to renew my Drivers Licence
