Moving my son from one apartment to another

I logged a complaint today regarding the room mate who consistently bullying my son.who is threatening to kill son everyday and woke up at night And shout at my son saying he is a witch.

I suspect the room mate is a drug addict. I'm scared he might hurt or kill my son.

NRE responded saying that they can only send a warning to the room mate.i asked them to move him from that room to another even if is there at willows.

They told me their protocols saying I must serve 2 months notice to move my son.

My question is ,must the guy kill my son or hurt before they can take action?

Worse part I'm staying in GP.
