Surprise handover

I did not even know of the existence of NHLS until I received a random bill from a security guy at the boom gate last week Friday, however dated July. I assumed it was from my hospital stay and made an immediate payment. I tried to call to follow up and double check whether anything else was outstanding to no avail; no answer - ever! Today I got a surprise when a collection company called - I was handed over. Seriously?! Everywhere I go I specifically say 'do not use my physical address for physical mail because I do not receive it. Use e-mail for communication'. Who still uses physical mail if you have email in the 21st century?! Worst is that no-one responds to emails or phone calls. I'm just so annoyed.
