PRICING DISPUTE

I recently acquired a quotation from Gauteng Suppliers for a log cabin. On receipt of quotation indicate price for everything stipulate that if not advised other wise that the quoted prices will be excluding VAT.<br> Once satisfied with quotation - did I request in writing via email if the amount as per quotation would serve as full and final amount - I got confirmation in writing that once the quoted amount is paid will the job card be assigned.<br> I have paid the full amount as per quotation, just to receive and email stating that the job card cannot be assigned due to the fact that I have not paid the said amount VAT on this amount.<br> Why would I confirm the full and final?<br> Why will I pay in two bank transfers doubling my bank costs?<br> Thus the reason why I requested for the full and final amount.<br> Will they refund me my bank cost should I pay this VAT amount?
