Possible use of legal interns as adjudicators

I am concerned about the apparent involvement of legal interns in the adjudication process. The structure, tone, and explanations in the correspondence strongly suggest that an intern may have drafted or significantly influenced the decision.

Legal interns may assist administratively, but they cannot lawfully:

adjudicate a complaint,

make findings,

issue recommendations, or

close a case.

If interns are being used in this way, this raises serious questions regarding competence, oversight, and compliance with the Ombud Scheme Rules. I request confirmation of who adjudicated my matter, their role, and their professional qualifications.
