Been waiting 3 and a half months! Not satisfied!

I signed up with NDCsa in Nov 2021 because their reviews looked great on hello Peter. I paid the fees they requested in Dec. My agreement said that I will have clearance within 21 -45 working days. I am still waiting. 3 and a half months later. I am always met with excuses as to and told the manager is not available. After emailing the manger, I've had no reply. What did I pay for?
