Poor service on clearance

I have been on debt review for some time now, i paid up my debts a few months ago, i am currently waiting for clearance, it is said clearance takes 10 days, everytime i wait 10 days then there is something wrong or short, this is going for the 4th attempt to get clearance and no luck
