Pioneer Debt Solutions bad service

Good day

I have a major issues with Pioneer Debt Solutions in Durban with whom my parents were under debt review. Payments were said to be completed back in 2015 already. My father has tried getting assistance via Clientele Legal Aid to attain the certificate that serves as proof that the payments were done and the contract between the 2 parties had ended. I am now literally out of options and my parents are pensioners and need to buy a car urgently, so this whole thing is causing huge amount stress and anxiety, at their age that cant be a good thing at all. I am appealing to you as a company that regulates such institutions to intervene and provide a solution for my overly stressed parents, it would be highly appreciated.
