NCR and NCC both useless!

I wrote to the NCC a while back complaining about a service provider called Clear Your Name. After a detailed explanation about the above mentioned service provider who promised a particular service but never delivered on it, I thought the NCC would intervene on my behalf. They directed me to the NCR stating that they cannot assist. I thus wrote to the NCR, and they directed me back to the NCC.

What do I do, no one wants to help me. Both are shifting goal posts stating that this a service level agreement problem and the other should assist. I now get no feed back from either.
