If you ever feel useless, remember there is the NCR

I sent several complaints about Financial Debt Advisors to the NCR as regards to the non distribution of funds after money was deducted from account but not paid over to my creditors. The last complaint was sent on 1 June 2021 but to this day, there has not been a response. Each time I call to inquire as to the progress on the matter I am told the system is off line. How does an institution responsible for protecting consumers from ************ debt counselors behave in this manner?
