DHS status code update

Circular number 2 of March 2022 states that F2 is supposed to be updated by the NCR but on Circular 9 of August 2025, though it's an update for B, G, G1, I and J, the DHS status code shows that the DC is the one responsible for updating F2. Reason im writing this its because i recently received my clearance certificate(form 19) and my credit report was immediately updated to D3( Consent order for debt restructuring) and i was expecting to have the flag removed. Debt review/restructuring process is a thorn to many consumers and having clear descriptions of the process can easen up the confusion. It will also be nice if cooling off preiods are given to consumers before an update to the NCR is done during the application process coz really, most of the consumers go into debt review without realising what we are getting ourselves into.
