Credit Bureaus not adhering

I settled a sizable debt with ABSA Bank on 31 July 2015. ABSA acknowledged same in writing and dispatched confirmation to all credit bureaus on 7 August 2015 (as is required by the Amnesty Bill of 2014)

On 20 Aug 2015, my credit profile had not yet been cleared, and I emailed all the credit bureaus.

Since my correspondence had no effect, I contacted the NCR (National Credit Regulator). The NCR informed they're not in a position to assist, whilst I should contact the Credit Ombud.

Following my report the Credit Ombudsman on 24 Aug 2015, I received a reply from them on 25 Aug 2015 i.e. \The Credit Ombud resolves disputes between members of the non-bank credit industry and consumers."

Hence my question and concern: Where is the protection for the consumer? Are we now forced to fork out thousands more in legal fees to enforce our rights?? """
