Who should stand in a que and who shouldn't?

I was in Nando's sandton city Friday the 24th and in huge que that all of us where standing in, there where two people who just walked all the way to the front to have a chat with what looked like the store manager/owner (white bald man) and he just took these people straight to the cashier for them to place the order, like don't you see all of us standing there??

Top it all off he didn't ask us or give any expiation for this.
