Online order paid and never received

Since new ownership I have placed an order online with Nailcandi and I have yet to receive my order. Their tracking online is horrific, I cannot find my parcels anywhere. They have not rep**** to my messages for the past 2 weeks. Owners claim to now be shipping out of California.
