UNAUTHORIZED DEBIT

I app**** for financial assistance and we spoke telephonically, gave in all my details and the lady said to me there is a R89 Fee that will be debited month end BUT only if my loan application was approved, i then received an sms days after that ,that my application was declined but what puzzles me is the fact that the R89 was debited on my account still. i have tried to make contact with them but nobody is getting back to me ,please assist.
