Incorrect order

I order a women's fragrance and a mens fragrance was delivered. Return submitted and refunded only when I followed up on it. Against my better judgment I order the same women's frag in the hopes of getting what I ordered. Only for a men's fragrance to be delivered again. Is it really so difficult to get an order right.
