Can anypone travel at 35KM/H

I have spent 2 hours on the road. The bus driver claims that he is supose to travel at 35KM/H. How stupid is that. These people know that they have taken ove alll the othe transport altenatives to houtbay. Now they treat us like a piece of *******. To top it all up they dont even reply to the email we are sending them.
