My Tech Shop - A **** or just poor service?

I purchased an Econo Series 3000VA 1800W UPS for R3,999.99 on the 23rd of August 2024 and promptly received an email confirmation of my order. The delivery was promised within 3-5 days, yet as of today, the 18th of September 2024, the UPS which I paid for in full has not been delivered, with delivery dates frequently changing. I am uncertain whether this constitutes a **** or merely extremely poor service delivery. Currently, I am collecting as much information as possible to determine my next steps.
