I want to lodge a complaint about being mislead when I took up this insurance

I want to lodge a complaint about being mislead when I took up this insurance. One of the selling points was , after my waiting period, I would receive 4brand new replacement tyres. When I checked the policy as I wanted to claim, I am not being told that I will only get 2 tyres. I want a formal complaint to be lodged and a copy of all the initial sales call recording extracted.
