Unpaid insurance claim

Hi everyone. On the 13th of October 2020 , my Toyota Etios sprint was hit by an X5 driven by a man who admitted to causing an accident he then gave me a claim number *** , I sent through every document requesting by his insurer. I Also did car assessment and the quotes were about R30 000 . The refused to pay out my car claim saying it results in a negative because the cost of fixing his car were higher than mine so that means I owe the insurance which is quite ridiculous. My car is still unfixed please kindly follow I must be paid for the damages.... The person who was handling the matter was very doggy he kept on calling me using his private cell number telling me to forget about the claim and saying I should fix my own car . They have no business fixing it for me.
