Unjustified Loading on premiums

Would some one at M & F please explain why they feel the need to load a clients premium even thou the loss ratio is 3 %?, I dont understand how a rating structure developed by very cap actuaries is overwritten by underwriters, My understanding is that the loadings are in place for clients that M&F considers to be a hig risk, I do not understand how a client with 3 % loss ratio is considered a high risk, i have not had any proper feedback from the portfolio manager, I waited more than 2 weeks for a response. This practise is most definetly not acceptable, How many other clients have unjustifed premium loadings on their policies, I would assume that as one of the largest insurers in the country you would have a rating engine that does not require manual input unless there are exceptional cases. Manual input indicates that premiums are thumb sucked and not based on actual rating factors.
