Total claim amount not paid

I claimed for damages to my car 3 weeks ago and the insurer offered me R30,000,00 less than the quotation amount. My question who must cover the difference of 30 thousand. My car hire is expiring end of the week and no job has been authorised with the dealership. Now the dealership complains that the car is occupying the space that is supposed to be used productively. Who is responsible to remove the car from their premises. Old Mutual such a reputable company is just stooping low to settle claim. I am bitter and angry with insurers conduct. Don't be fooled by their popularity their actions to speak for them.
