QUEST CLAIMS ( OMI Third Party insurer)

The complaint is with regards to quest claims the third party insurer. The person who is insured with old mutual hit my car in a parking lot by going the wrong way and into oncoming traffic. He reversed , tried to move forward and apparently his clutch slipped causing extensive damage to the front and drivers side of my vehicle. They requested 2 quotes from a reputable panel shop which is mercedes approved which I submitted. Their assessor came back with less than half of the original quote which does not make sense as Durban Central and techno star and reputable companies. Now quest claims comes back stating that I should have seen the vehicle and avoided him therefore can only pay me a quarter of the cost for repairs while Their client went the wrong way, 24 year old guy who probably just started driving and now I was negligent does not many any sense. It was not in any way my error of judgment but their clients. Please can this be investigated or this will be referred to the insurance ombudsman
