Late estate

They say must open Late estate account to claim money that my late mother was saving for my younger brother. who is a beneficiary and over the age 18years old. He has his own his own banking account, but for past two years even with all the prove and evidence that my mother is late. Old mutual won't pay out that R900, my mother was saving with them for my younger brother. we went to claim again recently they told us we must open late estate account, which will cost us R500. how on earth do you expect us to open an account for such money to claim only R900? Can't the money be paid to the beneficiary 's account instead? why is it so difficult because we have all the papers and proves that my mother is late. Why can't the money be paid to the rightful beneficiary? Why is it so important to open late estate account why?, my mother is later the beneficiary is old enough.
