Builder absconds instead of fixing defective floor

I contracted Greg Mushfieldt to build a vibracrete garage with a concrete floor. Upon completion, the floor was badly made with loose sand & cement rubbing off everyday, the quality was too poor to simply put a coating on. I asked him to redo the floor & he sent some of his men to look at it & we agreed they would be back 2 days later to redo the floor. He sent an sms the next morning saying they wouldn't redo the floor, but would put a coating of cement over it. I called him saying I was not happy with that at all & that the floor must be redone since I purchased a concrete floor. He put the phone down on me. His team never arrived on the agreed day & he avoided all my calls after that.
