Fried chicken batter without the chicken

Not too long ago my family went to Ocean Basket in KC, but being allergic to fish I opted for my favorite M&B meal and joined them at OB. I ordered the fried chicken burger. I started eating my burger and found it was just fried batter with coleslaw on the bun. Absolutely NO chicken. I sent my meal back and told them I understand it's late so if you don't have chicken rather let me know. They said it's not a problem and apologized. Then gave me a new burger. I went back to OB to eat with my family and when I opened my burger it was literally the exact same pieces of fried batter but REFRIED. I was fuming. Could they not have told me and rather asked me to order something else? Was I supposed to eat batter on my burger and not notice? AFTER I notify them of my issue, they lie and do absolutely nothing about it. Needless to say I won't go back there.
