Poor service from municipality

I called ths municipality on friday 07/02/2020 at 18:59 to find out why we dont have electricity in scottsville pietermaritzburg and was treated si badly by the black last that works there. I asked for her name and she refused to give me her name. They ended up cutting my call twice. We as tax payers are fed up with the service that we get from government employees. Something needs to be done as the staff they employee have no telephone etiquette at all. I would like for the manager to call me and explain to me what the peoples tax money is being used on.
