Incorrect account statements for municipal services. Account statements are a mess of transactions, reversals, more transactions, more reversals. Meter readings by home-owners submitted by email are ignored. Municipal call centre telephone numbers go unanswered, or are answered and immediately cut-off.

A ward councillor described the municipality as "down", "there is no phone number that is working" and this will be "indefinitely".

Widespread electrical and water faults. Roads are potholed. Almost always some traffic lights out in the city centre. Uncollected ******* in the streets. So much for the capital city of KwaZulu-Natal.
