Burst Water Pipe - No one answering emergency help line

<p>We have a burst water pipe in our road (Carbis Road, Scottsville). I phoned the municipality emergency help line and waited for ten minutes. No answer - just and answering service and really awful music. The water is pouring down our street. At a time of national drought I would have expected at least some level of efficiency. Very disappointing.</p>
