Unauthorized disconnection of electricity

The municipality in the Breyten circuit has an employee( Nsizwa Mlotshwa) that goes around disconnecting electricity without any formal letter from the municipality in households without verifying if there is a problem or not. He then demands for a bribe worth R1500 for reconnection without any records of the payment. He uses his work vehicle to do his dirty work. He disconnects the electricity during the day and wants to reconnect it at night. He does this without informing his superiors and wants to keep the money paid for the reconnection for himself.
