unable to settle the city of tshwane balance.

I have a huge problem with city of Tshwane now all because of MSP owes Tshwane and now we cant change the house in to our own names as there is a balance due of R2500 which has been outstanding from November 2017 and we only moved in the house end of January 2018...when I call they always in a meeting, when I send emails no response. I personally went to their offices to enquire about this matter but the consultant says to me that she doesn't have the answer to our query and that she will make a follow up but still no response. She even told us that we have 2 accounts with city of Tshwane which doesn't make sense at all. This is very very irritating as there is no action to this matter.
