Delay

I have bought a bond home which is now complete and we even signed a happy letter on the 9/12.2027. MSP is delaying us on handing us the key to the house.. We are getting different information which doesn't make...When we contact our bank financing our home , the bank is also waiting for MSP...for what we dont know..We have waited more than enough as it also feels like we are being avoided. I truly am not understanding what the delay is for. If I can only get a clarity on that.
