city of tshwane arrears

I have been sending complaint about msp concerning the city of Tshwane issue. Now my meter box has been blocked due to the amount they are not paying city of Tshwane of R2500 which when I try to buy electricity the amount goes through to the amount owing by msp of R2500 which Is arrears... I don't have lights as we speak because city of Tshwane blocked our electricity meter box.....I have been trying to enquire about this issue but no response,, ive been calling,e mailing, visiting their offices for this issue but no response.
