They registered me under NCR without signing forms

I was contacted by one of their consultants and they offered to help me with my debts. I gave them the details that they asked for and they sent me the forms. I then realized that those form were not form 16 it was only power of attorney, debit order cancellation and a blank form where I had to put my signature. I did not return those forms back to them. I went to Octogen and I was advised that I was registered under NCR already.<br> <br> Is it possible to be registered under NCR without signing form 16?. MSA Consultants also deducted my money on the 15th of July. Am so upset as I am in need of help but they were not transparent enough with me.
