Also be advised that when one applies for debt review, one does not get blacklisted, however, one gets flagged as that you are under debt review with the NCR. The debt review flag can be removed as soon as you pay up your accounts or the application is rejected because of non-over-indebtedness or after the debt review court order has been rescinded.
