Debt Review without me applying for it

I was put under debt review by this company since 2016 without my knowledge and I only found out that am under debt review a year back when I try to apply for an account. The company does not contact me and when I try to contact them to find out how I was placed under debt review, I get no response. They have a court order against me for services that I for one did not apply for and two services that I did not use. Now I have to pay a different company to help me fix this matter which I feel is not fair, how does one pay for something they did not apply for?
