Charge fees for late return without reminding

I have been charge for R650 fees of late returns on two DVD's, after paying I ask why they never called on the late DVD's, they rep**** that because they have new owners the phone line has been down for 3 months. I feel that this is unacceptable as the account is on my parents name and we didn't get any notification of the DVD's returns!
