Please refund me

It's been 3 weeks since I placed an order with them and they called me a week after I ordered to tell me that they can't deliver my item so I told them to refund me and we agreed on that. But its been 3 weeks and they haven't refunded me they told me it will take 3 working days. I'm so upset with them.
